Is there an ideal template?

Friends, a quick question. Does it exist in nature?
I'm more likely just talking about the banal layout of one page ... landing - but it doesn’t matter. But for it to be adaptive and work everywhere - from safari and opera mini to chrome and firefox... without ie<=8).
I just want to look him "in the eye" ...
p.s. I don’t have time to catch shoals here and there ... well, I kind of checked everywhere, but some of them don’t work in mini and safari (one script in the admin panel), the header dances from browser to browser ... I uploaded it
