Is there an equivalent of gulp-webp-html and gulp-webpcss for webpack?

Hello.
When using Gulp I worked with the gulp-webp-html and gulp-webpcss plugins.
I wanted to know if there are analogues of these plugins for Webpack.

gulp-webp-html can be replaced with editor snippets. gulp-webpcss is a harmful plugin for me, as it increases the size of the site and quite significantly, at the moment apple and mozilla are working on a specification for background-image with functionality like the picture tag, but for now it’s better to use regular jpeg, png, svg.
