Has anyone met an analogue of postcss autoprefixer in php (without using node js, only php)? Preferably with the ability to configure supported browsers.

There are no analogues and it is not necessary, it is already an established practice to use the toolchain for the node to build the frontend, there is nothing to produce implementations, one implementation of such a rather critical thing as an autoprefixer is much easier to maintain.
