Is there an app for simultaneous voice translation?

Three years ago, it seems Microsoft showed a video where a girl speaks Chinese to a girl, and the application recognizes his voice and in real mode synthesizes speech in English into her earpiece. From the video, I didn’t understand then it was about a real application or a prototype?
Is there anything like this now? Interested primarily in mobile phones.

Firstly, Skype has a so-called. Skype Translator. Most likely, it was his commercial that you saw. Its icon can be found among the list of your Skype contacts (now, like the echo test, it is added by default). I won’t say anything about the quality of his work, I haven’t tried it (I don’t have anyone).
Secondly, you are unlikely to find such an application among programs that work offline, since it requires large computing power and a huge database. Even a regular Google text translator, as soon as you put it offline, immediately narrows the available vocabulary by one or two orders of magnitude. What can we say about voice...
