Three years ago, it seems Microsoft showed a video where a girl speaks Chinese to a girl, and the application recognizes his voice and in real mode synthesizes speech in English into her earpiece. From the video, I didn’t understand then it was about a real application or a prototype?
Is there anything like this now? Interested primarily in mobile phones.

Firstly, Skype has a so-called. Skype Translator. Most likely, it was his commercial that you saw. Its icon can be found among the list of your Skype contacts (now, like the echo test, it is added by default). Secondly, you are unlikely to find such an application among programs that work offline, since it requires large computing power and a huge database.
