Is there an analogue of "gulp-rigger" for webpack (1st version)?

Good day to all.
There is a great plugin for gulp.
https://www.npmjs.com/package/gulp-rigger
With it, you can quickly and easily include one html piece in the main html file (for example, the site header on all pages of the site). After the task is launched, new html is NOT generated, but the required piece is simply pulled up.
For webpack, I didn’t find a similar option to pull it up on the fly, NOT generating a new one, and also without prescribing such a “miracle” prntscr.com/gwuf6j in the config (it is NOT an option to prescribe for each file).
