Need a powerful server, an alternative to ax101 on hetzner, is there an alternative in the world with the exception of Google / aws and those data centers in the name?

If you want the same price, then most likely not.
In addition, there is a shortage of AMD processors now, so like Hetzner, you will almost certainly be put in a queue with an approximate waiting period of 1-2-3 weeks, but this is not guaranteed either.
The options are like this:
