How to solve cluster availability problems in hetzner?

Clustering

There is a dedicated server in hetzner that runs virtual machines (KVM).
Recently, I demolished everything and reinstalled it in order to clean the server from trash.
Now I can’t even install the OS on the guest, apparently due to network problems.

What is the problem? Do you need to write to hetzner or look for problems at home?

MAC addresses of virtual machines new?
Hetzner and other DCs have a hard mac-IP binding so that they do not capture other people's IP addresses.
