Is there a windows application with a custom icon library?

Good evening.
I am engaged in the development of web designs on Figma, there is a very convenient program with an icon library: icons8
But unfortunately it costs 1100 rubles / month, because of its rather large icon pack. These icons do not interest me, because I have my own library.
I need a program into which I can upload my pack of SVG icons and, if necessary, directly search for icons in it by categories that I will set. It should be able to drag and drop icons into the editor window, or at least copy the SVG code.
Please help me find something for my description.
