Hey! there is a set of icons in photoshop
https://cloud.mail.ru/public/ff79355b48c5/test.jpg
Is it possible to make a font out of them with the goal of changing their color with the color property (from black to any other)
and background from transparent to any another?

In order to change color on the fly, pictures must be in vector format. In photoshop, of course, there is a vector, but most likely you have them in raster format. Accordingly, you need to change the color of each pixel, and keep in mind that if in vector format you only need to change the fill color of an object (and possibly its stroke), and the anti-aliasing process will be performed automatically, then here you have already completed anti-aliasing, which means some of the pixels will have a color other than black and/or transparency different from the main one. That is, the task becomes much more complicated.
Given how many free icon fonts there are, and the ability to add svg icons to any font via build sites like icomoon.io/app/#/selectI advise you to translate the icons into a vector (especially since they were most likely drawn there) and create your own icon font.
upd:
I certainly do not take into account pixel fonts. This is the last century, especially for the web.

Google for fontmaker. Photoshop, as far as I know, does not allow this.
