There are many website builders, but they are all designed for non-programmers. There are many CI/CD services for programmers (netlify, gatsby cloud, github pages, etc). Is there a website builder for programmers? as an online service.

everything is much simpler, answer for yourself who is the target audience that would buy the services of such a designer and you will immediately understand why this does not exist in nature.
The programmer does not need an extra intermediary in the face of such a constructor. And since there is no target audience, then there is no one to shake off the product.

Look at Craft CMS - a ready-made normal admin panel, with sane freedom of action on the frontend. It seems to me optimal even for a novice programmer.
