Is there a way to run bash commands on a VM under ubuntu?

I decided to write my own CI/CD to make things easier. Since I do cross-platform mobile development, I need to have MacOs. To build apps for Apple. I went and looked, first the prices for VDS under MacOs. And they are all too dear. The question is, can I run some kind of virtual machine under Ubuntu, and in this virtual machine through bash commands, open the CLI to execute commands?

put MacOS on a virtual machine, then connect to it via ssh.... and do whatever you want. as an option

You can’t run MacOs in a virtual machine, the maximum is https://hackintosh.com/
