Is there a virtual iOS?

Greetings.
Is there a full-fledged virtual iOS or Android system in nature that could be used on a PC (windows or mac). That is, so that you can run them directly on your computer and fully use, test, install applications, run them, for example, native applications through the appstore. Is there such a thing?

1. iOS - XCode
simulator 2. Android - Genemotion or Bluestacks
In the case of an android, any virtual machine is enough - VirtualBox , for example, and an Android image
PS To everyone who unsubscribed earlier about iOS - please distinguish between emulators and simulators, it's easy to google :)

for iOS there is an emulator in XCode (which has its own limitations, such as no pushes and it seems like you can’t test purchases and I think a whole lot more). For Android, the emulator comes with the SDK. There is nothing more. There is also Android x86 which can be put on some kind of virtualbox.
