Is there a universal IDE designed to work with configuration files of different services/programs?

For example, in which you can work (there is syntax highlighting, a file / project tree, links to other entities) with configs of different services / programs / servers, for example: apache, nginx, haproxy, logstash, elasticsearch, sphinx, postfix, ansible, puppet, chef, iptables, sensu, graphite, postgresql and so on.
I understand that it’s basically stupid to have such a tool that has all this and it’s unlikely that it will be possible to recreate the specifics of working with each type of configuration files in one IDE, but it might make sense to have some kind of extensible tool in which it’s easy to add your plugin for work with certain types of configs?
While I'm looking at the IntelliJ platform from JetBrains + plugins, or Eclipse (for example xText), but maybe there are already more highly specialized tools?

Not exactly what you need, but to some extent notepad++ with the NppFTP plugin can help you
