Is there a universal content cms?

Essence of the question:
I am looking for cms or other solutions to create basic functionality:
1. User 1 creates a record on the site in predefined field types (field type: text, date, checkbox, file upload).
2. User 2 can use the filter to search for posts of other users and view them on a separate page.

I didn’t find something easy, I don’t want to use blogging, multi (for everything) cms.

Maybe someone knows, uses something like https://twill.io/ - but, it's easier

Does the sound work in Windows?
There were cases on the laptop when rebooting into the second OS without a cold shutdown was left without sound in Windows.

This is a showcase/catalogue.
You can use both OpenCart (as an electronic product) and DokuWiki/MediaWiki.
It all depends on the type of publications and the desired functionality.
