There is always a copyright on a film that belongs to someone, this issue needs to be resolved, and this is not always easy.
The film needs to be digitized, and if we are talking about fairly old films, this is also not a quick process.
The content of the film may contradict the public morality adopted in the state or directly violate its (the state's) laws.
