Is there a solution to the problem of creating a simple automated TV channel for broadcasting TV on the Internet?

For a long time I have been looking for a solution to the issue of broadcasting video to the network with overlaying logos, images, chats, and other real-time video on it. (by schedule or event)
Video mixers are a visible solution, but they lack process automation as they are designed for live broadcast and constant human presence.
I will try to describe the task so that it is clear what exactly I want to achieve:
1. I need to take a list of video clips and be able to create a playlist from them that will be broadcast to the network via http://
2. I need the program to overlay the playing video clip in real time animated picture (gif) or scaled video, scheduled 10 seconds after the start of video playback and 20 seconds before the end of the video, lasting 10 seconds.
3. It is also necessary according to the schedule (at the same time as the animated picture) to impose text on the playing video, which the program should take from the video tags (Author, title, year, duration, etc.)
4. It is necessary to impose a permanent logo and I would like chat (I think capturing the screen area will do) or another less resource-intensive method of displaying messages from the chat on the playing video.
5. Display an excerpt of the next video from the playlist with its name some time before the end of the currently playing video.
If there are ready-made software solutions for this task, I will be very glad to hear.
Perhaps it is possible to distribute these tasks between several programs and then assemble them into one video stream.
What I have already done in this direction:
Most of these tasks are handled by switchers (except for extracting information from tags), I experimented with vMix 2012, and all these tasks can be performed manually, but automation is very lacking (you can’t sit 24 hours a day).
In order to extract information from the tags and insert it into the video, VLC coped. Here are descriptions of the solution found here in the questions and answers on Habré. But it also has its drawbacks.
Here is such a problem, I know that it is solvable because I also see what I described above on the music channels.
As I wrote above, even with the help of a video switcher, it can be solved at the moment with the constant presence of a person, but I would like to have an automated version.

There are no ready-made solutions with a graphical interface.
But there are designers for manual editing of video sequences.
It is possible to implement easy on GStreamer'e.
