Is there a simple WYSIWYG html editor for Windows?

Hey!
I'm looking for a lightweight WYSIWYG HTML editor.
You need to edit a simple html - pure text and pictures . Don't care about support for tables, divs, scripts, objects, css, etc. Although a mechanism for some quick insertion of pictures from the buffer directly into the document is very desirable, in base64 for example.
It's like MS Word, but only for html (well, without the awful messy markup).
I googled several editors, but none of them suits me yet.
By the way, I did not find editors that can insert pictures from the buffer into the document, with conversion to base64 on the fly. Maybe someone met something similar?
Microsoft Expression Web 4 is almost satisfactory, but it also has trouble with pictures, plus it has not been supported for 6 years and has annoying bugs (such as automatic keyboard layout switching that cannot be disabled).
