Is there a simple out of box solution in nature for Skype on regular TV?

The search reveals that Skype has stopped working on all Androids and on all Smart TVs. It does not start now on Windows XP either (more precisely, it starts with tambourines, but you need a foolproof solution for an elderly person with computer literacy close to zero). So far, what I have dug up with a search within reasonable money (for 15 thousand rubles it will be easier to buy a laptop on Win 10) is these things:
HD23 Tv Box 1GB 8GB Android 4.4
HD6S TV Box
Although the second one is already out of the "reasonable" price range.
At the same time, I have not seen a single review of the actual use of them for Skype.
