Is there a simple cms to manage files?

Hello.
Please tell me if there is a simple cms for managing files on the server.
Something like owncloud, only simpler.
That is: there is an ubuntu server running apache2. There are folders along the /var/www/html path: 1, 2,3 When a user
visits example.com, he gets to the /var/www/html section (you can say index of/)
But here's the problem: if the user wants to get into the folder "1", then he will easily fall into it.
If you set a password through .htaccess, then it disappears from the index of and becomes available only if you know the specific address (example.com/1)
besides, if there are a lot of photos in the folder and there is no .zip archive with the same photos, then you have to download each separately, which is terribly inconvenient.
Tell me if there is some kind of management system so that: (for example) a person is given a password, he goes to example.com, sees the "1" folder there, presses and enters the password, and only after that sees its contents.
Plus, is it possible to somehow allow him to download many files at once, if they are not in the archive (as on I.disk or Google drive).
