I can say that the warning system is mostly built on the technology of the USSR times with antique Soviet devices installed in city automatic telephone exchanges and activated by an attendant sitting in the city’s EDDS and through military channels - there is no single API
for this and in general a computerized unified system there yet.
at the beginning of the 10s, this entire project was given to my Rostelecom for global modernization (throwing all local contractors and closing half-fulfilled contracts) ... and even I don’t really see any global progress in this area
