Is there a service that allows you to turn a file by URL into a shared torrent?

There is such a task: to feed a URL to some cloud service (in my case, it leads to a 600 MB exe file, a direct link, it downloads at high speed). Some cloud service must digest the URL, download the file from the link to itself and start distributing it as a torrent.
Is there such a thing in nature?

You can register on which thread 1gb.ru. There they have a 10-day free trial period (VPS in my opinion too), the hosting set includes a torrent tracker from a box. I'm really not aware of the fact that he can download data from the URL. But for example, if you "rent" a VPS for free for 10 days, you can download the file using wget and distribute it via rtorrent.
