We go to any VPN provider that provides a VPN and it has several tariffs, and select a specific tariff (we choose the so-called with a "choice", then we issue and now a ready-made VPN with fillings, like with some kind of RAM 8 GB, then a video card, then a processor, etc., etc. Then the person who ordered such a tariff, after some time decided to increase it from 8 GB to 16, well, and then they say to him: for increasing the RAM, an additional fee is taken I need some specific geeks to put up on the service top, budget, etc., a list of hardware with prices.

Usually, there are ready-made assembled computers on sale. I would doubt the objectivity of such a service if any store had it. A non-profit to create and maintain is not profitable.

There are tons of them. In the common people, this is called a configurator. Even Apple has it. Our firms even have red highlighting. Like if something does not fit or is not enough. You can look at the depot (for example).
