Is there a service for advertising not on the site, but in the mailing list (HTML)?

There is some service with a web interface, users of the service receive regular letters from it (themselves, voluntarily, in general - no spam). Approximately - like the regular mailings of Habr, StackOverflow or a domain registrar about the imminent expiration of the domain registration. Recipients are a rather narrow target group (again - just like in Habré - all IT people). Those. ideal for advertising hosting, domains, gadgets, etc.
Is there any service to monetize this newsletter? (put some kind of ad block in the HTML email template, just like it is placed on the site, and so that a pretty penny runs up when viewing / switching / registering). All sorts of AdWords, etc. - work with mail? Are there any special mail advertising services? Or is there nothing like that, and you just need to personally negotiate with each advertiser separately?

And what prevents you from using various affiliate programs of hosting and domain registrars?
Or, even better, use some kind of CPA network to attract gadget buyers - here, with one purchase, they already pay far from a penny compared to ordinary advertising for views.
