So far, not in Russian. In Russian, I have not seen sites with the same volume, most often some kind of separate lessons (n pieces) or examples.
That's why the programmer must know English (at least at the level of reading the documentation).

Unfortunately, there is no complete translation (and there is no way to offer your own translation, for example, as on msdn ). There are small works , but it is on one enthusiasm .
Someone tried to find a freelancer to translate, but again - what will be the quality?
If you want to be a good proger, then you just need to learn English. But if you are just starting out, then the option "Read everything in English - at the same time you will improve your skills" will not suit you. Read, for example, Android 4 (Reto Mayer) , many subtleties are described there. In general, translations of such books into Russian are apparently carried out by people who are far from this topic, because of this, the translation is lame and sometimes it is not clear what is at stake, but you can read.
Therefore, if books and lessons do not suit you, then embed a translator in your browser, or sit with a dictionary and translate every word. Then you will start to recognize the words more often, and read them automatically. I don't think anyone makes translations of these docks and stores them in text format. Something like this.
