The question doesn't make sense. The author is not looking for a replacement for Photoshop, he is looking for how to get Photoshop cheaply. That's only if Photoshop could be replaced with cheap stuff, it would cost less.
Which does not change the fact that Photoshop can be replaced. But not with cheap or free Photoshop, as freeloaders dream, but with a change in the principles of work and the study of non-amateur tools. OpenSource solutions will require not just the replacement of Photoshop with Gimp and Inkscape, they will also have to be dealt with.
