Is there a good replacement for Photoshop?
Necessary:

  1. Photo processing and editing
  2. Creation of UI for mobile applications
  3. Creation of complex site layouts (many elements, sometimes you will need to create your own shapes / draw them).

It is necessary that the analogue be just as convenient in layer editing, have a good number of effects (such as blurs, backgrounds), all basic things like gradients, etc.

The question doesn't make sense. The author is not looking for a replacement for Photoshop, he is looking for how to get Photoshop cheaply. That's only if Photoshop could be replaced with cheap stuff, it would cost less.
Which does not change the fact that Photoshop can be replaced. But not with cheap or free Photoshop, as freeloaders dream, but with a change in the principles of work and the study of non-amateur tools. OpenSource solutions will require not just the replacement of Photoshop with Gimp and Inkscape, they will also have to be dealt with. As a result, you will either grow professionally and increase productivity, or understand what you are paying Adobe money for.

For certain special cases - yes, there are replacements. For example, the same Sketch, which has already been mentioned several times - but this is only the UI on the macos.
But in a global sense - no, a completely adequate replacement does not exist.
