How it is done now:
1. a frame from the camera is made with a button (from the key fob)
2. scans of documents are made through a regular scanner
3. images are manually placed in .doc from the folder with frames and the folder with
scans reduce time and automate the creation of .doc
As I see it:
1. the program takes the last image from the folder with frames from the camera
2. at the click of a button in the interface, takes a scan from the scanner
3. saves everything to a Word document with the date and time
Are there similar programs ? Or do you need to hire a person who will write a program / script?

In general, the first two points are not difficult to implement in theory, I can even guess how. I don't know about the third one, but I guess it's even easier. Hire a student for 1000 rubles. Write this to you, it will be ready in a week.
I doubt very much about the existence of such software, since all scanners have different interfaces, and the task is unusual. Of course, everything can be automated.
