Good afternoon. Please tell me if there is such a program so that you can select part of the necessary information in one program, and then this part has always been on top of all windows of all programs?
I need this, for example, in order to, for example, select a part of the screen with information in a notepad and then so that it remains on the screen without disappearing from view when switching to the browser (I have all windows in full screen mode.) It would be nice if there was also the opportunity to move this piece of screenshot.

Formally, it is possible to make a program that will periodically copy part of the image of the specified window or frame into its own window, which will be displayed on top of other windows. But I don't remember anything specific.
