Is there a program for bulk resizing and formatting of images?

Requires a program, preferably free, to bulk resize and format images in subdirectories of a given directory. What do you advise?

If for a web site, then you can try a script for cropping images on the fly, only when shown. Thus, you do not spoil the images and can show anywhere else in different sizes :)
