The question is very vague, of course...
Among the counterparties already in the database, but any actual configuration "out of the box" can search for phone numbers. Therefore, apparently, we are talking about searching in third-party resources. The technical implementation of such a solution is simple, the issue is in the database, and the use of such a database, firstly, goes somewhere on the very edge of the law (probably even slightly moving into the gray zone), and secondly, for commercial systems (2GIS, Yandex ) usually costs money.
I did not meet ready-made solutions for the second option.
