Is there any priority by which Yandex shows ads to users. For example, at first it tries to cover the audience as much as possible based on behavioral targeting, and if the audience is not enough, then it gets thematic targeting?

Officially, such a priority is not indicated anywhere; there is no such information in the certificate. In practice, yes, most of the ads on the sites are shown under the conditions of behavioral targeting. This can also be judged when building a report on sites in Yandex.Direct accounts.
