What is: 4 rows of cells, in the top three - rows, in the bottom - numbers. There is an array, 28-31 columns and a large number of rows.
What you need to do: you need to arrange blocks of three lines in this array based on the number "attached" to them, which indicates the frequency. That is, for example, if the number is 3, then these three rows will occur in the array with a frequency of every three columns. If we have, for example, 5 blocks with the number 3, then the last two will already go 3 lines lower, and the first three as usual. If the number is 1, then it occupies all 30 columns.
