Is there a plugin for chrome with the ability to run a third party application?

Hello!
Tell me if it is possible to launch a third-party local application from the plugin under chrome, for example OpenOffice. Or open a file (odt, docx, xls, rar) in a third-party application, as is done when uploading a file, but the file is already on the local file system (the path is known)?
You can't do this through standard js functions. For NPAPI, Google is dropping support. What other options are there? How to implement it correctly?
