Is there a Photoshop action that resizes the photo to the size of the selected block?

I am a web designer. Need to automate the process of adding photos to the document. You need to create a clipping mask for the photo on any shape. As a rule, the photo is added larger than necessary and it has to be reduced each time with the mouse. I think there is a way that automates this resizing process.

You can use InDesign and customize the style for the frame with the frame fitting options. All the necessary options are available there - enter, fill, proportionally / not proportionally.
I usually do this - I throw all the necessary frames into the indiz, place the explorer and indiz windows next to it and upload the pictures directly from the explorer. It turns out very quickly. Pictures are linked, and when modified, they can be batch updated in the layout.
Frames can also be imported or created - the turkey fully supports vector, I usually just drag and drop vector shapes directly from the chandelier or shop. In short, speed.
