Is there a need for a deep study of HTML CSS for a non-coder?

Do I need to study HTML, CSS in depth and in detail, memorize hundreds of properties, etc.? Should I learn HTML, CSS from books, or can I limit myself to watching video tutorials / reading documentation? (I'm not going to be a pure layout designer).

Well, " memorizing hundreds of properties " is definitely not necessary. You need to get into the topic so much that when you meet with any property, you can quickly find in the directory what it means; well, understand what is written there.
