Is there a more or less universal format in which it would be possible to save the results of code review?

What we have: git, mail/chat, git repository on cifs ball.
What we do not have: the ability to deploy any server, do something that requires administrator rights.
What I would like to get: conduct a code review, with the ability to send the results of it, through the available means of communication, and at the same time use the usual difftools for review, for example, meld.
What we managed to find out on this issue: editors like vim and emacs have a number of plugins that allow you to pull off a similar undertaking, but the format in each of them is different, which is not very convenient, because. there is a strong dependence on the specific instrument.
Actually the main question is this:
Is there any common format for storing comments on text files, such as unified diff, for differences. The main requirements for it are human readable/writable, easy to parse, ideally it can contain additional service information (eg revision, author info, date, etc.) and can be built into patch.

You might be interested in fabricator .
An excellent tool for reviews, it is rail-based with a bunch of plugins, I think some reports can be attached if necessary.
