Is there a kind of market for selling c# libraries, tools for asp.net mvc, etc.?

Let's say there is a themeforest where psd, html themes and a bunch of everything are uploaded, but there is almost no c# there. Is there something similar in the C# world?

what does tools mean? asp.net and .Net are increasingly moving to open source
For libraries, there is a www.nuget.org manager + console and gui interface in the studio, large companies, such as Google, also post their libraries there. If the libraries are open source, then they indicate a link to the repositories.
For Visual Studio, there is an extension store (and the studio itself has an extension manager) if the version is trial, a link is usually given to make a purchase.
A separate store for psd and html templates for Asp.Net hardly makes sense. Especially in the presence of github, codeplex and other similar services

Here, I was probably looking for this extension store (namely the site).
