Which Russian cities are the most developed in terms of IT?
Except Moscow and St. Petersburg. Graduation from the university is just around the corner, in my city there are 2-3 web studios, one company is a system integrator, a scientific research institute of SVT and the opportunity to work as an IT specialist in companies that have nothing to do with IT. It will probably work to gain experience, but there are no particular prospects. I heard that there is an Intel office in Nizhny Novgorod, and that's about it.
ps: maybe some ratings or articles exist? not like "city number 1, city number 2, ..." and that's it, but what and how is painted. Google did not give much, except perhaps the world tops.
The question is too general, so I've captured some popular tags.

any city in the world that has a population of more than one million inhabitants, it necessarily has high technologies, the Internet, web development, science, engineering, industry, and all that .... well, in the modern world, the location does not matter so much , since everyone works remotely, and in the future it will only develop more and more...
Voronezh, Novosibirsk, Kazan (Innopolis) ...
I think that any large city (millionaire) will do.
If you want to go to warmer places - Rostov-on-Don, Krasnodar. What's stopping you from working remotely?
What's the point of going to the worst cities? Go to Moscow and St. Petersburg, then some New York or San Francisco.
Come to us, to Tomsk. There are a lot of projects here, but you will find sensible developers.
kykyryky : Explore Moscow, Especially since you only have to travel a night on the train.
Been to your city more than once :)
