Psi+ works with the Image Plugin.
In the case of debian, it is installed as a separate package:

sudo apt install psi-plus #Установка самого Psi+
sudo apt install psi-plus-plugins #Установка набора плагинов

After installation, in the Psi + settings, you need to enable the plugin (by default, it is disabled).
A "send image" button will appear in the chat window. It also offers to send images from the clipboard, but on my ubuntu 16.04 images from the clipboard are not sent.

The client client must support XEP-0071: XHTML-IM and support the data:URI scheme.
