Is there a hosts file in Android, ala in Windows, and can it be changed without root?

Today I bought a device on android 4.0, before that I did not encounter it.
In theory, linux based, the file should be in /etc/hosts, but you can’t get there without root.

There is. Found it right. Root is needed for editing (as in any other * nix).

I'm not sure how things are with 4.0, but in previous versions it was possible to deliver an additional utility to get root, and then change what you want.

Root is a must. Here is an excellent post http://habrahabr.ru/company/pt/blog/140725/ there is a program for editing hosts.
