Is there a good program manager for Windows?

Hello!
You need a good program manager for Windows that monitors the installation of new programs and can remove them so as to bring the system to the state before installation. Roughly speaking, to clean up everything when deleting, including the registry, folders, paths, etc. I used to use Comodo programm manager, but it's only for XP and 7, I'm looking for 8, 8.1, 10.
What do you recommend? Can be paid.

Any decent UnInstaller should have a tracking function, the problem is to find a fresh one that supports Win 8.x, 10. Well, for example, support is declared in this one, try:

Alas, such a manager (possessing all the listed qualities and unable to completely kill the system) cannot exist at the moment.
- due to the fact that the organization of files in windows has been a garbage dump ever since it was called DOS,
- due to the fact that Windows does not have a centralized database in which each installed program would record which files it was from consists and on what programs depends.
- due to the fact that many "developers" still prefer to drag dlls with them and dump them into system32 instead of calling the MS Visual Studio Redistributable installer.
Improvements can be expected when venda finally switches to the application store. As long as the "application" can be installed by poking into a muddy self-written executable, there will be no joy.
