Is there a GIS service with the ability to add and update labels on the map?
Friends, in our company the following task arose:
We have objects in the fields, outside the city, and now, so that the driver can navigate and get there, paper maps are used in the old fashioned way.
The task now is to use the geolocation system and place all these objects and their coordinates on the map so that you can navigate using gps / glonass and save driving routes along country roads, which will later be available to other employees from mobile devices.
It is desirable that the service be free =)

You do not want to use a service for this, because it will eat traffic and slow down when the connection is bad. You want an app, like Orux Maps, where you can load pre-made maps and overlay route layers on top of them. All this will work fine even without a mobile connection.

However, most likely, there will be few free features, then you can install it on your server .
To create objects, the NextGIS QGIS program is used .
For mobile devices, there is the NextGIS Mobile application .
For navigation there is an application OsmAnd .
It is not clear from the assignment how big the requirements are.
