It's not entirely clear what virtual number you're talking about. But most likely you want some kind of remote phone control.

Does not exist, because there are no VoIP services that accurately simulate a cellular network with all the functions, so interaction with physical GSM / UMTS networks is necessary. Hypothetically, you can buy a cellular modem chip from the Chinese (not to be confused with a household USB modem), insert a SIM card, connect all its interfaces to some old unnecessary computer and try to run Android-x86 on it. But it's better to just buy a used smartphone.
