Well, for example, Digital Ocean allows you to resize droplets , you just need to turn them off and turn them on again after resizing. For CPU and RAM, the place can be mounted separately. AWS can do that too .

But you are unlikely to be able to lower it. KVM virtualization is not well adapted to this. At least the disk.
