Is there a free program for calculating the network, cable lengths and other consumables?

I am looking for software where I can schematically draw a floor plan of a building, indicate the length, width and height from floor to ceiling, indicate where the switch will be, mark the sockets in the cabinets and get the required cable length?

I do it with autocad. It turns out quite accurate.

One of two things:
- either you will draw the smallest details on the floor plan for ~ a month for an accurate calculation;
- or draw a plan quickly, but the calculated length will need to be multiplied by 2, or maybe by 3.

Therefore, usually installers do not measure or cut in advance, but pull the cable directly from bays; as much as it turns out, they will cut off as much (if experienced and responsible, then a few more meters will be left, guided by the situation on the spot).

We used to count manually. They took floor plans, walked around the building and marked out the laying route on paper. Then they loaded the plan into LibreOffice Draw, redrawn the cable routes on top, recalculated on a distance scale, then looked at how many cables pass along each section of the route and summed it up. Added vertical runs. For a couple of hours, we received a calculation and added 10% of the stock.
So, just to put a switch and sockets will not work. In practice, it will turn out that it is impossible to lay a box there, here it is necessary to go under a false ceiling, to the director only through a box-shaped plinth, etc.

Google tables will do.
Enter the length, height, number of wires in the formula, get the value.
In principle, you can even schematically depict the building floor by floor with a border.
In any case, you need to run around with a tape measure and understand where to drill and where to lead into a weak current.

In SketchUp, you can quickly outline a drawing and "extrude" a 3D model. Further, using the usual polyline "pull the cable" - the properties of the object will show the total length of the line. But this is the maximum of the free version.

I always count with a calculator manually according to the building plan, rounding the numbers in the curves for the stock at the
end, I add more for the stock in order to know how much to buy cables approximately.
I always try to pull immediately from the bay, in difficult places and make spares at the ends, well, cut off after the fact.
PS: look at YouTube how integrators pull - there reserves of 5m are considered normal
