Is there a forum where you can ask a question about building a small chip?

Hello, I wrote a program for playing in the company 100 to 1. Now I want to create answer buttons like in this TV show. A rough statement of the problem: two buttons, two lights, when one is pressed, the light turns on, while pressing the second button does nothing. Question, tell me the forum where you can post this kind of question.

And what about microchips?
People usually understand this word as a "chip" and not as the development of an electrical circuit ...
Forum - there is a radio cat. The task sounds something like this: "you need to develop a circuit with two triggers so that when one is triggered, the other is blocked. And both are reset with one reset button."

The wiring diagram of course. I'm not good at electronics. I soldered a lot, but I didn’t create anything myself ... In general, I want to use this button and while the sound is on, so that the diodes (the same light bulb) blink, well, let's say a couple of times. They were reset by timing, either given in seconds (but it’s more difficult here, as I understand it), or when the sound ends. I chose that button, because it seems to me based on it, it will be easier to do what I want. Thanks for the forum!

Do you need a programmer for a microcontroller...? I hoped that everything would be easier, I would like to be in time for NG. I wanted to find from that button those contacts on which voltage arises when sound appears, and put the transistor on the LEDs (let them just burn), and, accordingly, the blocking would also be carried out through the transistor. Is there any truth to this? :) I'll probably have to deal with the controllers...
