Is there a difference where to get a HE diploma?

I transferred to another university for an IT specialty, but the university is not the best and even has an "H-" in anabin. The goal was to get a specialized education in order to be able to start a tractor in the future, after N years of experience at home. However, wouldn't that be the problem itself? Most of the time I study everything on my own, at the university just for the “crust”, but will “such a” crust help me to move, for example, to the USA?
Actually, another question is related to this. Is it worth trying to complete a master's / bachelor's degree in Europe (Czech Republic / Germany) to obtain a European diploma? Or, again, will mine be enough? Oh yes, the country is Ukraine. Here the problem is not only desire (it may exist), but also material possibilities, since there is 0 money (and parents too), which means you have to earn money, which means you have to give up all attempts to study something yourself, so as now there is clearly not enough skills even for a junior in the desired field (game dev (engines (graphics (there are vacancies, yes)))). That is, to become a waiter, for example, thereby exchanging potential study time for money for a European diploma. Is it needed at all? It is difficult for me to decide, otherwise I would not have asked my thousandth question.

In a good university, teachers have acquaintances or they themselves work somewhere other than the university, and if they like you, they can help with employment in the future. The best option:
1. Bachelor's degree here. At the same time, you are pulling up Deutsch or Czech or, looking for a master's supervisor at that university. Say that you are such a cool dude, you want to steer such a topic. Attention: the topic should be adequate, be interesting to that teacher and more or less in demand in the world (google to help).
2. In the third year of undergraduate studies, you begin to prepare documents (there you need a lot for admission). And most importantly, everything is in pieces of paper and IN ADVANCE (!!!). At the same time, if you are interested in a teacher, you are looking for a Finanzierung (ie a scholarship) + earning some capital by working here.
3. Remember that the master's degree is 2 years (sometimes 1.5). Studying in Germany is difficult. And on Sun. study itself will need a deposit of 800 EUR (somewhere like this - google the exact numbers) multiplied by the first year (or all the time). Otherwise, studio. they won't give you a visa.
4. After completing a master's degree there, you have a year to look for a job under the rules "as for an EU citizen".
Forget the US. Everything is much more complicated and expensive there.
