Is there a difference in the network signal level in iPads and iPhones of different generations?

It feels like the iPad 2 catches the network (e instead of 3g) worse than the iPad 4 and iPhone 5. Is that right?
If yes, why? Maybe different chips, boards?

If you are guided by evaluating "catches the net" by the number of "strips" on the indicator, then you are very wrong. How many stripes to draw is decided by the OS. How much you need, so much and draw. For example, I have noticed that they forcibly show no WiFi signal (at all) if it is not strong enough for stable operation. For example, this is very well seen by geolocation. iPad "does not see" a single point on the air, however, it perfectly positions itself over WiFi.
