Is there such a service and is it possible to make rented additional power for a PC? (cloud)
For example, I need an 8 core processor and 32 RAM for 1 hour to work in a demanding program.

Cloud processor does not exist.
What you want can be called either a cluster or distributed computing, but for this the program itself must be able to support this and still run on each of the machines in the cluster.
Just take a virtual server of the power you need and run the program there.
