Is there a browser extension or a program for windows that will display reminders on the screen at specified time intervals?

Hello.
Is there an extension for the browser (Chrome) or a program for Windows that, at specified time intervals, will display notifications (reminders) written by the user to himself?
It will be very good if this extension will display alerts on a new browser tab.

Standard task scheduler - add a task, specify the frequency of launch, as an action, specify the opening of the desired html file in the desired browser.

Full of reminders. It is not particularly clear why to display the prompts in the tab.
I can understand, for example, the desire to have a program that fills Google calendar reminders so that they pop up not only on a PC, but also on a phone. But why in a browser?
I myself use the clock in the 1st clock tray, set it up so that by double-clicking on the clock, the window for creating a reminder immediately opens. The settings there are wide, you can assign it to a specific time, or at a specified frequency, hang programs on it, etc. When a reminder is triggered, it can be reset / postponed to the desired time. A bonus to this is a normal clock in the tray, with the richest settings, but without idiotic skins, like Atomic alarm\Chameleon clock.
It costs money, but it is on the rubord.
