Is there a Bootstrap equivalent for Web IDE implementation?
There is a need to file a web editor with additional settings. You need a split screen, the ability to switch between multiple text windows, plus pages with settings. A heavily simplified Codepen.io and the like. Rather more interactive jtwig.org/try
Are there any tools to simplify the development of such interfaces?

And why is bootstrap not suitable or any other default framework.
Windows are tabs.
Splitscreen is basically multiple divs on a page. Place the grid and you're done.
Interactive all through js you will do the main one yourself. Css framework is not in business here at all.
Or do you want your web ide to automatically collect the style set itself)))
